It was a system which was bent upon raising the status of criminal policy and the role of criminal justice in the governance of a country and one which would combine effectiveness with humanity. It was a system which acknowledged the value of criminology and expected it to monitor failings and achievements and new initiatives in a systematic and critical way. It was a system inspired by vigorous optimism, an optimism which was grounded in the dominant belief of the inevitability of expanding progress in all the major spheres of national life.
In English the term ‘security measures’ seems to be a faithful translation but is rather unfortunate, for it carries the connotation of being some sort of police measure, or some kind of emergency measure facing an imminent danger. Professor Franz Exner, who dedicated an entire book Theorie der Sicherungsmittel (1914) to these measures, maintained that the Swiss Project was the first legislation in Europe to introduce a system which would operate alongside the traditional system of punishments: indeed it was this very project which used the term ‘security measures’ to describe the idea.
